The Academy was established in 1994. Its organizational structure provides for functioning of several specialized Centers (scientific-research, computer, informational-publishing, philharmonic, exhibitional, medical-psychological) and different as to their level and requirements educational establishments.
Today the principal educational establishment is Higher Arts College where talented children of 6 to 20 years old get professional arts education.
